This would require snapshotting the current BE bugdir on
packaging/installation.  Easy enough to do, but usage should probably be
  be --repo INSTALLED
or
  be --installed
to load the snapshot bugdir.

I'm not sure if we actually want to do this, so I'm demoting the issue
to wishlist.
