[policies] honour sysroot in OpenSuSEPolicy
The sysroot paramter is not handled properly by the OpenSuSEPolicy
__init__ method: ensure that the method both accepts a sysroot
kwarg parameter, and that this is passed on to the superclass's
__init__() call.
