[openvswitch] additional methods for status fetch
dpdk_nic_bind was renamed by the DPDK project to dpdk_devbind, which
means we need to test for either.
Additionally, driverctl is used in rhel systems to provide udev based
persistent overrides, so capturing its output is helpful as well.
