becommands/severity and status now handle --complete appropriately.

I also disabled interspersed options and arguments in
cmdutils.CmdOptionParser.  See
  http://docs.python.org/library/optparse.html
Now
  $ be severity xyz --complete
returns available severities.  It had previously returned
  --help --complete
